We loved the Howard Johnson Meditarranea. We booked through Expedia and got a fabulous studio apartment overlooking St Pauls Bay - you could never get bored of the view!
The room was tastefully decorated, well equipped, and clean. It had all the facilities we needed for a base to explore the island. The room had a TV (not much use unless you speak Maltese) and there was air con, although it wasn't hot enough when we visited to use it.
The hotel is in the quiet St Paul's Bay area, just a short walk from Buggiba and Qwara where you can experience the nightlife and sample some of the local cuisine. We really enjoyed the holiday - but watch out for the time-share touts, they became very annoying after a while.

This hotel only does breakfast - no other meals. No swimming pool bar although it is on their publicity material. The beds are all twins - if you want a double bed you have to ask and they will put the two together.
Rooms are OK, breakfast is OK and the staff are friendly. No sandy beaches but we enjoyed swimming in the sea about 2-3 mins away from the hotel. There are a few restaurants nearby where you can eat well - Damiano's and Siren's are two really nice places.
