Having used the Windsor for the last seven years we can not fault it. I am disabled, although one cann't say the hotel is entirely disabled friendly I have found no difficulties and where neccessary the staff very helpful.
In fact the staff have gone out of their way to be helpful and give my wife as stressful holiday as possible.

Don't be fooled by this four star rating - it ranks as a 2/3 star at the most. Rooms are in dire need of refurbishment, the one we were initially allocated had no working a/c, holes in the walls for power sockets and a taped up shower head in the so-called bathroom.... more

halt star hotel,
terrible!!!!! i check in with 3 friends (3 people and 3 rooms), in reception girl make confusion about name and room. result: my friend check out after few day, and when i arrive in my room.... surprise!! my room was already busy!! i ask explenation to reception, and they tell me: mr roberto, you checked out this morning! ???!!!! i ask if they think is normal somoone check out and let all the luggage n the room, open, clothes in the cabinet, toothbrush in the glass.... and they reply me: we think you check out and you forget here all!! stupid people!! they trow all my bag and all my clothes in the undergound, in the water heater room, on the floor, all dirty!!! and they give my room to another guest! i escape suddently from this place, also without my experience hotel is dirty, and rooms are more dirty than hotel....
Most definitely Faulty Towers!!
Booked originally through Travel Republic to go to the Diplomat hotel - had done my research and this was reasonably priced, on sea front 4* and rated highly by travellers. however on arrival was informed there had been a system failure (despite me booking 3 months in advance) so we were being put up in another hotel, a sister hotel despite the fact it's not even from the same chain! was not that happy but agreed to go and have a look. well i was extremely unhappy when they put us in a twin room which was dark and tiny and definitely not the 4* double room i was hoping for. complained to the Diplomat manager and she liaised with the manager at the Windsor who did put us in a better room - marginally better i must add but figured what else could we do as we would lose our money and reasoned we wouldn't spend that much time in hotel. Overall the hotel is most certainly not a 4* and probably a 2* but considering how cheap we got it i can't complain too much but i certainly would advise to shop around before going (altho i did so be careful!) and maybe it's worth paying more. as some of the 5*s looked great. i was disappointed with the hotel and it did put a bit of a dampner on our holiday was a gift for my bday. Plus side it was pretty clean, quiet, had a good balcony, breakfast ok and also the indoor pool and sauna was a bonus which i think saves it from total damnation. the staff were also pretty friendly. i would only recommend staying here if you are realisitc about the 2/3* standard it will offer.
Not a 4 star Hotel
The Windsor Hotel is a hotel witch 3 of the 4 stars are probberly falling stars. Always problems with the ellevators 1 of 3 ist (not always) working. The food is terrible. We had patato's you could not cut them with a knife. I 'v taveled a lot, but i never had such a bad hotel before!!!! I was ther from 24 of September til 4 of October. I come never again to this hotel. The picture is taken from the balcony of the windsor hotel it is rosty and is a example of the (French call it) entourage of the hotel.
Fawlty Towers is a 5 star hotel compared with this one!
Just returned today - 2/10/07, - from the Windsor Hotel. Started badly - no room available even though I'd booked 3 months before. Shipped out to another hotel for the night and eventually got in my room at 2 pm the next day. Food is absolutely awful - you cannot see what is being served - it's a game of peek-a- boo - the chef lifts a lid & announces, chicken, fish, beef etc. - no indication as to how the product has been cooked or what sauce it may be in. Don't attempt the boiled eggs in the morning - overcooked - colour is black going on green. The air conditioning leaked - repaired the next day - wet towels and muddy floor left like that until the maid cleaned the next day, Hair dryer did not work. Staff were not rude, they had to make excuses for the management who were conspicuous by their absence. Other guests problems included leaking showers, leaking toilet, and a few more instances of over booking and rooms not available. I must add that this is not exclusive to this hotel in Malta, be prepared to take a taxi ride to another hotel late at night! The weather was great and Malta itself is lovely. Next time we're going to book at the Hotel Fortina in Sliema. If you want to be sure of a decent hotel in Malta, book into a 5 star hotel. - 4 star in Malta is not like other countries.
definitely not 4 star, full of schoolkids
This hotel was definitely not 4 star, it was full of schoolkids on trips who hogged the pool, the card payment machine was not working so everyone had to pay in cash, the lifts never worked, there was graffiti on the walls, the food was uninspiring, the staff are unhelpful and the rooms are small and dark. Although we managed to have a fantastic stay in Malta, the hotel was a huge disappointment.
A noisy stay!
This was a very disappointing hotel due to the influx of Spanish students it takes in during the 6 weeks holiday. Rooms are not very well sound proofed, consequently guests are regularly awoken throughout the night due to their noisy return from the local night spots. Although air conditioning is in each of the rooms this seems to be controlled during the night so that it it is only half as effective.
Mediocre
Bug killer odour shall always remind me of this hotel, for this distinct smell greets you at anytime you enter the place. The hotel is more in the level of 2-stars rather than 4. Rooms are small and inadequately lit but reasonably clean and that's about as far as you get in terms of service. With the exception of 2 people at the front desk, the staff is generally unfriendly. There was no safe in the room; something that would be expected in a 4-stars hotel. The room's door lock wouldn't work and the maintenance person sent to fix it tried to convince us that we do not need to lock the room from the inside and produced his passepartout key as an evidence of something that we couldn't understand. Elevators' doors can be a challenge to close so be prepared to use stairs. Bring your own soaps and shampoo and preferably your own towels too. Breakfast can be tolerated for about 3 days after which you probably will find another alternative. The hotel seems to be a refuge for teenager travelers that can be extremely noisy at night. It may be tolerated if you limit your time in it to sleeping and showers. I certainly would not recommend it.
Fine for the money
We booked this hotel at the last minute and didn't pay much for it which was fine because 4 star in Malta is not 4 star in the UK. The room was a bit dark but it was clean and although there were students in the hotel we didn't hear or see much of them apart from at breakfast. Can't comment on the meals as we only had B&B but breakfast was fine with plenty of choice. The staff were very friendly and helpful and my advice to anyone looking at this hotel is it's ok as long as you don't pay a lot of money & aren't expecting UK (or other parts of Europe) 4 star.
Stay away from this hotel
Please think twice before making a reservation with this hotel. The quality of everything there in general is very low and the conditions are sub-average. You can easily find much better offers in terms of price/quality ratio in Malta. Staff are very unfriendly and created several problems when I tried to pay my bill by credit card. At the end I had to pay by cash. The TV set was very small and the plastic covers were broken. Using the TV requires a cash deposit at the reception in order to obtain the remote control. The mini bar fridge's was empty, noisy and full of rust inside. The room's walls were painted with a depressing dark red colour and not very well finished. Neither the room's door nor the window are sound-isolated, which was a problem for me since there were several kids staying the rooms next to mine who were making loud noises in the corridor, making it difficult to rest inside my room. For a hotel advertised as 4 star, one should expect at least some soap or even a shampoo in the bathroom, as well as a minisafe in the room. This is not the case in this hotel, were you don't get this basic amenities. There was no switch in the wall to control some of the lights in the room. Switching off the lights required to remove the door key card from its slot in the wall, which completely powered off the entire room, including the air condition. The bed sheets were not changed during the 3 days while I stayed at the hotel. The elevators didn't work during one entire day (luckily I was on a lower floor). When I asked if I could use a computer to check my email, I was told it was out of order, and it remained like that during my entire stay. This is definitely not a 4 star hotel!
Great Value for Money
Excellent value for money and friendly helpful staff is why we rate it as above average (4 night break November 2006, including breakfast). Building rather tired but roof -top indoor and outdoor pools and jacuzzi were pleasent with relatively few guests using them. I guess the 4 Star rating is based on the number of facilities but it is not a 4-Star Hotel by any UK or international standard that I know. However, rooms were adequete, clean and very inexpensive and staff helpful and keen to please. If you think of it as being a good 2-3 Star hotel and get a price to match then don't be put off by other reviews. Of course, I don't know what they paid but 20 Maltese lira per day for a double room with breakfast for two is good value in my world.
